Prescott Police Report
The Prescott Police Department handled 61 calls from April 13 to April 20, 2004. Following is a partial listing of that activity.
April 15
6:40 a.m. Todd E. Magnuson, 35, Red Wing, Minn., was cited for a speeding violation on Highway 35.
11:30 a.m. Jeremy P. Fredline, 50, River Falls, was cited for operating a motor vehicle while suspended.
April 18
12:02 a.m. Joseph D. Early, 23, New Richmond, was cited for disorderly conduct. According to the report, Early was observed yelling and making threats at another individual on Broad Street. The victim stated he had simply asked a group of individuals to move their bus so he could leave.
April 19
3:30 p.m. Tammie Coleman-Jensen, 40, Prescott, was cited for operating a motor vehicle while suspended.

April 12
A 17-year-old River Falls juvenile had a pretrial set for April 26 on a charge of disorderly conduct in an incident that occurred on Feb. 6 in River Falls.
Tanner R. Thornton, 20, Ellsworth, had a sentencing hearing set for June 28 for burglary to a building or dwelling, which Thornton pled guilty to on April 12.
Reed O. Christopherson, 36, Beldenville, had a pretrial set for May 10 on charges of four counts of knowingly violating a domestic abuse order in incidents that occurred on March 6, March 13 and March 14 in Trenton and on March 25 in Trimbelle.
Sean M. O'Brien, 20, Beldenville, pled guilty to disorderly conduct; fined $96.80.
Chase G. Kohl, 19, River Falls, pled guilty to disorderly conduct; fined $91.
Audra K. Meighan, 19, River Falls, pled guilty to disorderly conduct; fined $91.
Nicholas A. Allard, 24, River Falls, had a pretrial set for May 3 on a charge of failure to report to jail in an incident that occurred on March 12 in Ellsworth.
Lisa M. Polk, 35, Elmwood, pled guilty to possession of drug paraphernalia; sentenced to one year probation and six months license suspension.
Rori Johnson, 49, Taylor Falls, had a pretrial set for May 4 on a charge of sexual exploitation by a therapist in an incident that occurred on or about March 26, 2002, in Ellsworth.
Robert A. Dunlap, 44, Saginaw, had a plea hearing set for June 1 on a charge of operating a motor vehicle while intoxicated (fifth and subsequent offense) in an incident that occurred on Nov. 1, 2003, in Ellsworth.
Stanley J. Yeshe, 57, had a plea hearing set for May 11 on charges of 12 counts of knowingly violating a harassment restraining order in incidents that occurred in 2001 on Sept. 8, Sept. 12, Sept. 21, Sept. 22, Oct. 3, Oct. 20, Oct. 21, Oct. 30, Nov. 11, Nov. 16. and Nov. 19 in Hartland.
Wayne F. Nelson, 54, East Ellsworth, had a plea hearing set for May 11 on a charge of making lewd, obscene or indecent drawings in an incident that occurred on Oct. 19, 2003, in Trenton.
Amber L. Goodman, 21, New Richmond, was sentenced to four years probation, one year license suspension and 240 hours of community service for knowingly possessing methamphetamine waste and possession of drug paraphernalia, which a jury found Goodman guilty of Feb. 13.
Paul M. Fulton, 25, Ellsworth, had a jury trial set for July 2 on a charge of disorderly conduct in an incident that occurred on Nov. 2, 2003, in Ellsworth.
Tejay A. Skordahl, 20, River Falls, had a pretrial set for May 5 on a charge of disorderly conduct in an incident that occurred on Jan. 8 in River Falls.
Jeremy P. Fredline, 20, River Falls, had a pretrial set for May 7 on a charge of possession of drug paraphernalia in an incident that occurred on Jan. 6 in River Falls.
Jeremy J. Clarin, 25, Red Wing, Minn., failed to appear in court on charges of disorderly conduct and possession of drug paraphernalia in an incident that occurred on Feb. 8 in Trenton; warrant issued.
Jaeson J. Trost, 24, Hastings, Minn., failed to appear in court on a charge of obstructing an officer in an incident that occurred on Nov. 23, 2003, in River Falls; warrant issued.
Jamie J. Yarrington, 21, Hager City, had a pretrial set for May 7 on a charge of disorderly conduct in an incident that occurred on Jan. 25 in Trenton.
Shawn D. Christopher, 23, Hastings, Minn., had a pretrial set for May 7 on a charge of possession of tetrahydrocannabinols in an incident that occurred on Feb. 5 in Trimbelle.
John R. Brandt, 22, Lake City, Minn., had a pretrial set for May 7 on a charge of disorderly conduct in an incident that occurred on Dec. 27, 2003, in Trenton.
Tommy J. Leraaen, 23, Ellsworth, had a pretrial set for May 7 on a charge of disorderly conduct in an incident that occurred on Dec. 27, 2003, in Trenton.
April 13
Randy N. Harshman, 46, Menomonie, had a preliminary hearing set for April 26 on a charge of operating a motor vehicle while intoxicated (fifth and subsequent offense) in an incident that occurred on April 12 in Spring Valley.
Benjamin J. Knutson, 19, Spring Valley, was sentenced to 41 days in jail for disorderly conduct, which Knutson pled guilty to on Nov. 24, 2003.
John W. Johnson, 33, Prescott, pled guilty to resisting or obstructing an officer; fined $103.
April 14
Sean M. Roland, 18, Prescott, had a jury trial set for April 28 on charges of burglary to a building or dwelling and misdemeanor theft in an incident that occurred on March 10 in Trimbelle.
April 15
James H. Schilling, 57, Bay City, was sentenced to five months in jail for criminal damage to property, which Schilling pled guilty to on Oct. 1, 2002.
Robert L. Norby, 21, Hastings, Minn., had a preliminary hearing set for May 11 on a charge of substantial battery in an incident that occurred on April 11 in River Falls.
Ryan J. Hovland, 20, Menomonie, had a pretrial set for May 3 on a charge of misdemeanor theft in an incident that occurred on Feb. 10 in Gilman.
Jeffrey P. Meixner, 31, Arkansaw, had a pretrial set for May 12 on a charge of misdemeanor battery (repeater) in an incident that occurred on or about Aug. 6, 2003, in Spring Valley.
Jeffrey S. Vold, 38, Ellsworth, pled guilty to burglary of a building or dwelling; sentenced to one year in prison and four years extended supervision.
Bradley S. Evenson, 38, Elmwood, had a preliminary hearing set for May 11 on charges of possession of methamphetamine, possession of tetrahydrocannabinols and possession of drug paraphernalia in an incident that occurred on April 13 in Elmwood.

Special City Council
Meeting Minutes
Pursuant to due call and notice thereof, a special meeting of the Prescott City Council was held Thursday, April 8, 2004, in the Mississippi Room, Prescott Municipal Building, 800 Borner Street North.
Call to Order/Roll Call: Mayor Maiola called the meeting to order at 7:00 p.m. Councilpersons present Mike Hunter, Diane House, Tom Geistfeld, Randy Hendrickson, John Oney and Gary Holmgren. Also present Finance Officer Thomas Kiewel, Public Works Director Jerry Killian, Ambulance Director Bill Dravis, and Zoning Administrator Jayne Brand.
Hendrickson/Geistfeld motion to approve the consent agenda for April 8, 2004 which included the approval of the March 22, 2004 regular city council meeting minutes with a change to motion to have city attorney not respond to letter from Attorney Reinhardt in regards to the Matthes case, acceptance of March 22, 2004 license committee meeting minutes, acceptance of March 22, 2004 personnel committee meeting minutes, acceptance of March 23, 2004 Prescott Area Fire and EMS Association committee meeting minutes, acceptance of April 5, 2004 personnel committee meeting minutes, acceptance of April 5, 2004 plan commission meeting minutes, approval of bills and a review of receivables passed without a negative voice vote.
City Engineer Dave Scholfield presented information on the closing of the Kinnickinnic Street at the railroad tracks for work on Front Street. Holst has asked that the area be closed starting April 12, 2004 ending April 14, 2004 for the hours of 3:00 p.m. to 6:00 a.m. All residents and the marinas have been notified. The emergency access can be used during these times. Signs will be placed at the boat launch to let people know that this area will be closed. The consensus of the council is to move forward on these hours.
A letter from the DNR was read into the record regarding the compliance report for the wastewater treatment plant.
City Engineer, Russ Kiviniemi reviewed the change orders for the ambulance and police building. Change order #1 is for labor and materials to install gas supply to gas dryer, labor and materials to install dryer vent and upgrade sheet vinyl flooring in restrooms to higher quality/non slip product. The change order would be an increase of $1,767.61. Change order #2 is for rock excavation. This was bid as a separate item in the original bid so that it would be an hourly rate. Change order #2 would be an increase of $9,292.92. Hunter/Holmgren motion to approve change order #1 in the amount of increase of $1,767.61 and change order #2 for an increase of $9,292.92 passed without a negative voice vote.
An invoice in the amount of $630.52 was presented for an accident that happened with a police car. The accident happened because of slippery roads. The city deductible is $1,000.00. Hunter/Holmgren motion to approve the invoice in the amount of $630.52 passed without a negative voice vote.
Bill Dravis Ambulance Director informed the council that he is having problems getting a chassis for the ambulance. When the box was bid, it came in at a larger size than anticipated. Cernohous Chevrolet is trying to get a box but there are none available at this time. Life Line does have 3 or 4 chassis available at this time. They are unsure if they can give incentives which would mean that the cost of the chassis would be more. Could also look at going with a 2005 chassis but that would put the new one coming out in January or February of 2005. Hendrickson/Oney motion to table until more information can be gathered by the ambulance director passed without a negative voice vote.
Oney/Hunter motion to open public hearing for conditional use permit for Richard Myhers for home occupation passed without a negative voice vote.
Richard Myhers presented information on his for bed & breakfast type of business. Myhers had wanted to expand his current home toward the water but could not do it because it lies in a flood plain. He could not expand the home to the west as tept the 7.13 acres for Estate Homes for phases 3 & 4 giving Pete Hiniker an easement for street right of way and $5,000 for rock passed without a negative voice vote. Thanks to Bill Holst & Pete Hiniker for all their work and support.
The skate park was discussed. There is crush rock around the shoulder of the park and the rock is getting onto the surface and causing problems. It was the recommendation of the parks committee to blacktop the shoulder. It was also the recommendation of the parks committee to put in a drinking fountain. Hunter/House motion to approve $1,500 from the parks fund for blacktopping the shoulder and putting in a drinking fountain passed without a negative voice vote.
Identification of parks was discussed. The city should have an official map showing all the city property and the parks should be named. Park signs should be looked at in the 2005 budget. Cedar Corporation stated that they would work with the city on the map at no cost to the city.
House/Hunter motion to approve the locking of the door at city hall passed without a negative voice vote.
Geistfeld/Hunter motion to allow the Prescott Chamber of Commerce to use the park area by the bell for April 10, April 17, June 19 and October 9, 2004 and to use Freedom Park on May 31, 2004 passed without a negative voice vote.
Hendrickson/Hunter motion to allow the 3M Club to use the boat launch for a fishing contest on May 22, 2004 and allow alcohol during the hours of 6:00 a.m. to 11 a.m. passed without a negative voice vote.
Hendrickson/Hunter motion to approve Resolution 14-04 "A resolution commending Alderperson Diane House for dedicated service the City of Prescott" passed without a negative voice vote.
Mayor Maiola read a letter of employee concern into the meeting.
House/Geistfeld motion to adjourn passed without a negative voice vote.
